With the help of the Philippines-Canada Local Government Support Program (LGSP), the City Government drafted the 3-year Executive Agenda and its 3-year Capacity Development Plan in 2002.

The Executive Agenda gives direction and focus on the plans and programs of the LGU in the next three years. It contains the LGU's vision, mission, goals and objectives; its programs and projects, budgetary requirements and implementation plan.

The Capacity Development Plan, on the other hand, complements the Executive Agenda. It takes into account the offices, personnel and equipment needed to achieve specifically the programs and projects detailed in the Agenda, and generally the vision, mission, goals and objectives.
